The best preserved specimen of an early Odia temple, raised in the mid-7th century by the Shailodbhavas, whose family deity was Shiva. It was the first here to set a jagamohana in front of the sanctum, a plan that every later Kalinga temple followed.
The temple's name is traced to the penance of Parashurama and the grace Shiva granted him.
